Introducing Certified Community Behavioral Health Clinics

VTDigger is excited to work with Vermont Care Partners to promote the much-needed services of its sixteen respective member agencies which, includes NCSS. They also understand how important it is for our elected officials to know how to support the needs of Vermonters.

This thirteen-week series is a collaboration produced by members of the Vermont Care Partners statewide network of sixteen non-profit, community-based agencies providing mental health, substance use and intellectual and developmental disability support.

Below is the tenth installment of the series from Clara Martin Center (CMC) located in Orange County is proud to be the first Designated Agency to receive a two- year SAMHSA CCBHC Expansion Grant to begin to implement and embed the CCBHC model across all agency programming.

A new model of care that is transforming mental health and substance use services across the nation

An innovative and robust national model of service delivery in community mental health exists in the United States. It has been so effective in addressing needs in the past five years, that the model of care has grown from an eight state Medicaid demonstration program in 2017 to over 500+ clinics in 46 states as of today.  

The Certified Community Behavioral Health Clinic (CCBHC) model has shown remarkable achievements in increasing access to timely and high-quality evidence-based care for individuals and in recruiting and retaining staff through a sustainable financing structure.  This combination is improving outcomes for individuals served and is beginning to address broader population health needs.  

The CCBHC model is already beginning to be developed in the State of Vermont.  In 2021, Clara Martin Center in Orange County was proud to be the first Designated Agency to receive a two- year SAMHSA CCBHC Expansion Grant to begin to implement and embed the CCBHC model across all agency programming.  This past September, Clara Martin Center received a second SAMHSA grant to continue its CCBHC development efforts for an additional four years based on the successful outcomes the agency was able to achieve with the first grant.  

As a member of Vermont Care Partners, the statewide network of sixteen designated agencies and specialized service agencies (DA/SSA) that provide mental health, substance use and intellectual and developmental disability services and supports, Clara Martin Center staff also spent considerable time sharing its learning about CCBHC and best practices on implementation and service delivery with the larger DA/SSA system and representatives from various State of Vermont agencies.   Read more…
